Russian Aide Favors "Sanctions" for Local Councils

<p> [Text] Moscow October 5 TASS--Blame for the dramatic events
in Moscow is to be put not only on the former parliament and
deputies led by Khasbulatov and Rutskoy, but on many heads of
regional representative bodies as well, Nikolay Medvedev, head
of the presidential staff's department for work with Russia's
region, told TASS today. In saying so, he referred to certain
territorial and regional soviets (councils) which defied the
president's decree for purely political reasons and ruled to
suspend it for the sake of some collegiate ambitions. These
decisions could not but influence the behavior of Khasbulatov
and certain lawmakers.

<p> The so-called Congress of People's Deputies and the
dissolved parliament were regularly informed, and sometimes
misinformed about the decisions passed by local councils.
Therefore, responsibility for what has happened should certainly
rest with these councils as well, Medvedev stressed.
</p>
<p> We have no provision about criminal liability of collective
bodies. With this in view, the president should issue an
ordinance providing for responsibility of regional and
territorial councils. I mean those councils that called for an
armed uprising and violence against citizens. And I believe
these appeals should be considered by the prosecutor's office.
At present, we are preparing appropriate materials. Political
sanctions should also be imposed on these councils, up to their
suspension and calling new elections. The president has already
passed such a decision with respect to public organizations and
mass movements. What councils does this refer to? We can mention
here the Belgorod, Novosibirsk, Chelyabinsk, Kemerovo, Tambov,
Lipetsk, Saratov and Bryansk regional councils.

<p> Furthermore, there are some parliaments of Russia's
constituent republics which, ignoring the presidential decree,
acted as if they were outside the Russian state. This is above
all holds true about the Supreme Soviet of the Mordovan
republic.

<p> And finally, it can be said that the October 4 events have
drastically changed the political situation in the country.
Relations between the president and the component parts of the
Russian Federation are also undergoing certain changes. To move
ahead, we should revise the role played by federal power bodies.
This role should be entirely different. However, I think the
local elite have not yet understood that they can no longer
influence federal power bodies, including the president, as
effectively and actively as before. I perceived this quite well
at today's meeting of Viktor Chernomyrdin with representatives
of executive power bodies of Russia's component regions. I
belive they just have not understood what happened, namely that
presidential authority has increased greatly and the president,
I think, should make use of this situation. For this reason, the
role of the Council of the Federation should also change. The
same as the role played by Ilyumzhinov, Stepanov (Karelia) and
others has changed, who considered their part to be the leading
one in solving many problems. And I do not think an emphasis
should be laid now on the Council of the Federation as the only
saviour of all our deeds. I belive the main role will be played
from now on by the president, Medvedev said in conclusion.
